Chief Rigney began his law enforcement career in 1992 working as a paid part-time Reserve Officer with the Anaheim Police Department in Anaheim, California. The City of Anaheim Police Department provided Chief Rigney with a solid foundation for a career in law enforcement. The city of Anaheim was an active city with diverse criminal activity. Anaheim is the home to Disneyland, the Anaheim Angels baseball team and the Anaheim Mighty Ducks hockey team. Chief Rigney had the opportunity to work with many special details including VICE, Gangs, Narcotics and Special Investigations.
In 1995, Chief Rigney relocated to Dallas, Texas accepting a full-time police position with the Rowlett Police Department. While there, Chief Rigney served as a Field Training Officer, D.A.R.E. Instructor and Crime Scene Investigator. In addition, Chief Rigney was a regular instructor at both the Police Academy and the Correctional Officer Academy. He holds an Advanced Peace Officers Certification from the state of Texas and is a certified Police Instructor and Firearms Instructor.
Chief Rigney accepted his first assignment as Chief of Police in 2003 with the City of Venus, Texas. He accepted his current position as Chief of Police of Ossian in April 2005. Chief Rigney is originally from Cincinnati, Ohio where he grew up attended school through high school. He is the father of three young men who all are currently attending college in different states. Chief Rigney holds a Bachelor's Degree in Music from Baptist Bible College in Springfield, Missouri and a Master's Degree in Criminal Justice from The University of Cincinnati.
Officer Foreman began his law enforcement career in 1991 as a Wells County Sheriff's Reserve Deputy. He joined the Sheriff's Department as a full-time Confinement/Dispatch Officer in 1992. Officer Foreman completed the Indiana Chapter of Associated Public Safety Communications Course and the Association of Public Safety Communicators International, Inc. Public Safety Telecommunicator's Course.
In 1997, Officer Foreman left the Sheriff's Department and came to the Town of Ossian as a Deputy Marshal. Officer Foreman is a graduate of Norwell High School and the Indiana Law Enforcement Academy Class 97-131. He was promoted to Sergeant in 2000 and currently supervises the patrol function of the department.
Officer Tucker joined the Ossian Police Department in February of 1998 as a Reserve Officer. In April 1999, she was hired as a full-time police officer. Officer Tucker has received specialized training in the areas of criminal investigations, school violence, child abuse investigations, domestic violence and police administration. Officer Tucker has completed the D.A.R.E. Officer training and facilitates the D.A.R.E. program at Ossian Elementary School.
Officer McClish is a product of the Southern Wells County school system where he graduated in 1990. After graduation he attended IPFW in Fort Wayne earning an Associates Degree in Criminal Justice in 1994. Prior to joining the Ossian Police Department, Officer McClish served as a Reserve Deputy for the Wells County Sheriffs Department for over two years.
Officer McClish is married. He and his wife have two children. He believes it is truly an honor to serve a town like Ossian where he believes he can make a difference in people's lives. Officer McClish takes his career seriously and takes pride in his ability to serve the citizens of Ossian.
Officer Hill is a 1999 graduate of Northfield High School in Wabash, Indiana. He enlisted in the United States Air Force and was stationed at Cannon Air Force Base in New Mexico where he was an avionics systems journeyman for the F-16. Officer Hill became a confinement officer at the Allen County Jail following his military tour of duty. He began his service with the Ossian Police Department on August 4, 2005 and graduated from the Indiana Law Enforcement Academy on November 23, 2005.

Chief Robert Mattax was a faithful servant to the Town of Ossian and its citizens. Chief Mattax devoted twenty-three years serving the Town of Ossian and the community as Town Marshal and Chief of Police and performed his duties with dignity and honor. Working alongside Chief "Bob" Mattax was more than a privilege; it was a daily dose of encouragement, kindness and humility. The Ossian Police Department owes its present fortitude and spirit of unity largely to Chief Mattax. His vast and respected knowledge of law enforcement, blended with his warm smile, sense of humor and kind gentle heart made him a "perfect fit" for the Town of Ossian and the Ossian Police Department. Chief Bob Mattax has completed his final tour of duty and we regret our own loss of a man we respected and admired, yet we remain tangibly enriched by his example, his leadership and his friendship.
